The home secretary, Theresa May, will today (9/2/15) announce a wide-ranging independent review of the welfare of immigrants held in detention centres or set for escort, including prior to deportation. The review, to be led by Stephen Shaw the prisons and probation ombudsman until 2010, comes as May prepares to publish a highly critical but more narrowly drawn report on the mental health of detainees, prepared for her by the Tavistock Institute. She is likely to respond to the review's damning findings by preparing new guidelines for how mentally ill people must be treated in detention centres, including stressing the primacy of Department of Health advice. The system for detaining immigrants and asylum seekers awaiting decisions or deportation has been described as the harshest and most inhumane branch of the UK judicial administration.
